In a quiet residential corner of Kyoto’s Rakuhoku (northern) area, a short walk from Kitayama Station, Rakuhoku Nakayama offers a refined experience of Japanese cuisine. The restaurant, which earned a place in the Michelin guide, focuses on tempura kaiseki—a multi-course meal that pairs seasonal tempura with the precision of traditional kaiseki.

Chef Joe Nakayama spent 29 years at the renowned Kyoto ryotei “Okazaki Tsuruya,” becoming its head chef at 35. When that establishment closed, he moved to “Tsuruya” inside the Rihga Royal Hotel Osaka, where for three years he honed the tempura-infused kaiseki style that defines his cooking today. In 2024, he returned to the Rakuhoku neighborhood he knows well to open his own restaurant.

The cuisine is built on a philosophy of respecting each ingredient. Nakayama describes his approach as “not sparing any effort” with every component, believing that a dish’s true purpose is fulfilled only when guests respond with genuine appreciation. He combines traditional Japanese techniques with subtle surprises—occasional Western tableware, unexpected plating, and a thoughtful progression of courses that might conclude with house-made wagashi (Japanese confectionery) and tea.

The interior centers on a L-shaped hinoki (cypress) counter with eight relaxed seats, offering a direct view of the kitchen’s work. A private room accommodates up to six guests, suitable for celebrations, family gatherings, or business meals. Lunch and dinner are both served as set courses, with options for bespoke arrangements based on budget or preference.

Rakuhoku Nakayama is a place where the warmth of the host and the clarity of the cooking speak louder than any flourish. The Michelin recognition is a natural fit for a kitchen that treats tradition not as a rulebook, but as a foundation for thoughtful, personal cooking.
