The story
Frances Vinbar occupies the former visa section of the US Embassy in Oslo, steps from the Palace Garden. It takes its name from Frances Elisabeth Willis, U.S. ambassador to Norway from 1957 to 1961. The space is relaxed and come-as-you-are, running from early coffee service into late-night wine pours.

Head chef Tzahi Anidjar leads the kitchen, where the food draws inspiration from the Mediterranean and Middle Eastern kitchens. The menu is built around inventive small snack plates designed for sharing—or for keeping all to yourself. Think bold, bright flavours that pair naturally with the wine bar’s casual energy. Kitchen runs until 21:00 daily.
At heart, Frances is a wine bar. The list boasts over 1,000 bottles, spanning classic regions and unexpected producers. The by-the-glass selection changes constantly, with new pours arriving regularly. On Tuesdays, the bar explores different wine themes, often featuring something a little out of the ordinary. Occasionally, a visiting producer drops by to pour and chat.
Mornings start early with coffee from KAFFA, accompanied by house-baked treats and freshly made sandwiches. The coffee bar is open from 07:30 on weekdays, making it an easy spot for a quiet start before the wine bar takes over at 16:00.
A private chambre séparée for up to 16 guests is available for special occasions or business meetings. For those who prefer to take the experience home, takeaway is also an option.
